Elder statesman Edwin Clark has called for the immediate suspension of the Nigerian Governors Forum (NGF), accusing it of straying from its original purpose and becoming a “notorious cabal” focused on political power rather than public service.
In an open letter dated January 13, 2025, Clark described the NGF as a once-noble initiative that has now lost its way.

He claimed the Forum has evolved into a bloc that challenges federal executive authority, manipulates legislative processes, and undermines local government autonomy.
Clark criticized governors for turning state assemblies into extensions of their administrations and using the Senate as a “retirement plan” rather than fostering a chamber of independent thought.
“The NGF was created to bridge the gap between tiers of government, but it has instead become a force that erodes legislative independence,” he wrote.
Reflecting on the NGF’s inception, Clark noted it was established to promote inter-state cooperation and dialogue among the 36 governors. However, he argued that its potential to unify governors under a common banner has been misused, often undermining constitutional order.
He highlighted key concerns, including the Forum’s role in diminishing the independence of state legislatures by consolidating power within the executive arm of government.
Despite his strong criticism, Clark expressed hope for the NGF’s reform. While acknowledging that many critics view it as “a notorious cabal,” he maintained that with meaningful changes, the Forum could still become “a force for good.”
